APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute a contract with Aspiranet in an amount not to exceed $200,000 to provide
emergency shelter receiving center services in Central Contra Costa County for children
taken into protective custody or transitioning foster placements for the period September 1,
2009 through August 31, 2010.
FISCAL IMPACT:
$200,000: 30% County; 70% State Child Welfare Single Allocation.
BACKGROUND:
Contractor was selected through competitive bid, Request for Proposal (RFP) 1110.
The receiving center serves as the hub of the Employment and Human Services Department
(EHSD) emergency shelter system. It provides temporary care to children who have been
taken into protective custody and children and youth who are transitioning foster
placements.

BACKGROUND: (CONT'D)
The receiving center offers homelike setting and is designed to promote stability in
placement, focus on the needs of the individual child, minimize move, and supports
permanency at the early stages EHSD intervention.
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
This contract supports all five community outcomes: 1) "Children Ready for and Succeeding
in School"; 2)"Children and Youth Healthy and Preparing for Productive Adulthood";
3)"Families that are Economically Self-Sufficient"; 4)"Families that are Safe, Stable and
Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for
Children and Families” by providing homelike environment for children entering the Child
Welfare system.
