1. APPROVE Amendment No. 2 to the Consulting Services Agreement dated September
24, 2008, with Pacific Design Architecture, Inc. which would increase the payment limit by
$45,958 from $96,970 to $142,928 for additional architectural and engineering services for
the Emergency Water Tanks Project, 2500 Alhambra Ave, Martinez.
2. AUTHORIZE the General Services Director, or designee, to execute the amendment.
FISCAL IMPACT:
The funding source for this project will come from Health Coverage Initiative Grant funds.
BACKGROUND:
The Contra Costa County Regional Medical Center is currently not in compliance with new
Office of Statewide Health Planning and Development requirements to maintain a 72-

BACKGROUND: (CONT'D)
hour supply of water in case of disruption to the main municipal water supply to the facility.
The project involves the installation of water storage tanks to provide emergency water
supply in the event of an emergency or disruption to the main municipal water supply to the
hospital. The installation of the tanks would comply with Office of Statewide Health
Planning and Development requirements, the governing agency of hospitals. The tanks
would provide emergency water to the hospital and the laboratory buildings.
Pacific Design Architecture, Inc. is providing architectural services for the project.
Additional architectural and engineering services are necessary as a result of the recently
adopted campus master plan. The proposed amendment is necessary to cover the expense of
these additional design services.
CONSEQUENCE OF NEGATIVE ACTION:
If the Amendment is not authorized, the project design would not continue and the Health
Services Department will not be in compliance with Office of Statewide Health Planning
and Development requirements to supply the hospital and laboratory buildings with water in
the event that the main water source is interrupted.
