Dear Mr. Francis:
The Contra Costa County Board of Supervisors appreciated hearing of EBMUD’s
progress on the Water Supply Management Program (WSMP) 2040, and all of the work
involved in planning for our future water supply. We truly appreciate EBMUD’s efforts,
particularly given the threats to a dependable water supply caused by climate change and
many other factors.
The Board of Supervisors considered the preferred alternative contained in the WSMP
and elected not to support the specific projects contained therein at this time, in part
because we know this is the beginning of the process, rather than the end. We would be
very interested in and would encourage EBMUD development and inclusion of a much
larger array of potential alternatives in the environmental document and the WSMP.
There may be additional projects that could indeed meet the priorities expressed by
EBMUD that would provide supply to meet dry-year needs and provide additional
benefits for a secure water supply well into the future.
Thank you for your consideration of our comments above, and we look forward to your
responses to the comments we provided on the draft Environmental Impact Report. If
you have questions, please contact Roberta Goulart of our staff, at (925) 335-1226, or

Sincerely,
Susan A. Bonilla, Chair
Board of Supervisors
