SUBJECT: Composition of Planning Commissions
The Board on October 29 , 1985 continued to this date
consideration of reports of the Internal Operations Committee and
the Director of Community Development relating to area planning
commissions.
Supervisor Tom Powers noted that there had been discussion
of several proposals relating to planning issues , but that a General
Plan update program had not yet been presented to the Board. He
suggested that the matter be continued to allow the Board an oppor-
tunity to review all the issues together.
Supervisor Robert Schroder noted that a determination on
retention or elimination of the area planning commissions might be
premature at this time and that all the issues and proposals that
have been presented should be reviewed before a decision is made by
the Board.
Supervisor Sunne McPeak noted the Board' s commitment to an
aggressive growth management plan. She commented on the separate but
related issues before the Board, and agreed that a decision on the
area planning commissions should be deferred until all the issues
have been reviewed.
Supervisor Tom Torlakson noted the development activity
and growth potential in East County and urged conceptual approval of
an area planning commission for East County.
Kim Vogley, Rt. 2, Box 143J, Brentwood, appeared and urged
the Board to make a decision on an East County area planning com-
mission in the near future.
Constance Brady, 2690 Taylor Road, Bethel Island, repre-
senting the East Diablo Planning Advisory Committee, also urged the
Board to make a decision on an East County area planning commission
as soon as possible.
Mary Lou Oliver, Mayor, City of San Ramon, advised that
the City was transmitting a letter to the Board outlining some addi-
tional alternatives that had not been brought forth by the Internal
Operations Committee.
There being no further discussion, IT IS BY THE BOARD
ORDERED that consideration of reports relating to area planning com-
missions is CONTINUED to December 10, 1985.
