SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Agree in concept with the need for an ordinance regulating
the type of roofing materials which can be used on homes in
the unincorporated area of the County.
2 . Direct the County Administrator to convene one or more
meetings involving the Building Inspector, Fire Districts,
cities, and Building Industry Association, to develop
language for an ordinance which will amend the Uniform
Building Code to require at least Class C roofing materials
on all new construction and re-roofing of residential
building in the unincorporated area of the County. An
exception should be provided in cases where a structure has
less than 3000 square feet of roof area and where there is
at least 10 feet from the eaves of the building to the
property line. The proposed ordinance should be returned *to
the Board of Supervisors for the Board' s consideration by
not later than March 31, 1986.
3 . Direct the County Administrator to convene one or more
meetings involving the Building Inspector, Fire Districts,
cities, and ',Building Industry Association in an effort to
reach agreement on a uniform program for regulating roofing
materials throughout the County, particularly in those
cities for which the County Building Inspector provides
services and report to the Board of Supervisors on the
results of these meetings.
4 . Remove this item as a referral - to our Committee.
BACKGROUND:
On July 23 , 1985 ; the Board referred to our Committee a letter
from a couple in Walnut Creek proposing the adoption of an
ordinance banning wooden shingles.

On November 25 , 1985, the County Administrator' s Office and
Consolidated Fire ,,District reported to our Committee. A copy of
the County Administrator' s Office ' s report is attached to this
report. When we 'considered this item, Dean La Field suggested
that the suggested changes should only be enacted as a part of
the adoption of the Uniform Building Code by the State. He noted
that there are many factors which need to be reviewed, including
the cost of alternative materials and application of the
ordinance only in' hazardous areas of the County. The Building
Inspector also noted that he would need clarification on a number
of technical questions if he is going to enforce such an
ordinance.
Our Committee believes the proposed ordinance is a good idea both
in terms of safety and in terms of reducing risk. We believe
staff need to work out the details and provide an opportunity for
all parties to raise questions which need to be answered before
an ordinance is enacted. The above recommendations will place
the Board squarely;, in support of such an ordinance and will place
in motion the steps needed to review and prepare precise language
for subsequent review by the Board.

Your Committee requested the County Administrator ' s Office
to work with thejCounty Fire Chiefs regarding the status of
banning or restricting the use of wood shakes or shingles- as;
roofing: materials .

The Contra Costa County Consolidated Fire District recently
sent you a report dated. November 13 , 1985. regarding the need to
restrict the use, of` wood shakesand shingles as roofing
materials. The report provides information regarding the. fire
hazard aspects of untreatedwood- shakes and shingles , cost-
'factors
ost"factors of various roofing materials and recommendations to help
alleviate the fire danger of untreated shakes and shingles.
The Fire District recommends that the 1985 Uniform Building.
Code, when adopted, be amended to restrict the use of untreated
wood shakes and shingles on roofs and exterior walls . The
proposed amendment would, in essence, require as a minimum Class
C roofing materials on new construction and re-roofing of
residential buildings . Exceptions to this requirement would be
made for structures that have less than. 3 , 000 square feet of roof
area and are located on the property so that there is a minimum
of 10 feet from the eaves of the building to the property line.
Class C roof coverings are defined as those that are effective
against light fire exposures. Wood shakes and shingles would
qualify as ClassjC coverings if pressure treated for fire
retardancy.
The District has recommended amending; the 1985 Uniform
Building Code after it is adopted by the State Department of
Housing and Community Development and subsequently Contra Costa
County. If the Iadoption- of the 1985 Uniform Building. Code- by the
State is not imminent, the District has suggested as an
alternative amending the existing 1979 Uniform Building: Code.

The Cities 11ofConcord, Martinez , Pleasant Hill and walnut
Creek have all adopted amendments to the buildingcode with
restrictions similar to those recommended by the District. The
City of Lafayette has recently adopted an ordinance which
requires that rolofing materials be Class C or better. The Cities
of Brentwood, Moraga and orinda are considering the adoption of
similar ordinancesi to restrict the use of untreated. shakesi or
shingles.

the 1985 or the 19179 Uniform Building Code, as appropriate,
depending on adoption of the 1985 Code by the State,
