ADOPT Resolution 2009/387 that amends the establishing and governing resolution of the
North Richmond Municipal Advisory Council to be consistent with Board-adopted policies
for municipal advisory councils.
FISCAL IMPACT:
No fiscal impact to the County associated with this action.
BACKGROUND:
On December 16, 2008, the Board of Supervisors adopted policies to improve consistency
in the composition, powers, and operation among the County’s Municipal Advisory
Councils (MACs), as recommended by the Ad Hoc MAC Committee.
Staff was directed to review the Maddy Book, MAC establishing resolutions, MAC Bylaws
and other relevant resolutions to make amendments consistent with all Board-approved
policies. The attached resolution makes the required amendments to the establishing
resolution for the North Richmond Municipal Advisory Council, as directed.

Subject:Amendment of North Richmond Municipal Advisory Council Establishing Resolution
There is one minor variation to the Board-approved policies for the North Richmond MAC
with respect to
BACKGROUND: (CONT'D)
Term of Office. The North Richmond MAC membership is comprised of seven (7)
members, 5 of which are residents of unincorporated North Richmond, 1 of which is a
business person whose facilities are operating in or adjacent to the North Richmond
community, and 1 of which is a resident of the City of Richmond portion of North
Richmond oran unincorporated North Richmond resident. The Term of Officeprovision
of the establishing resolution 2006/795 provides for a two-year term of office for the
business person seat as well as for the City of Richmond seat. Thus, the term of office for
those two seats would not be coterminous to the term of office of the District Supervisor
but would remain as two-year terms, as requested by District I Supervisor Gioia.
With respect to the matter of the term of the Council's existence, Resolution 2006/795
includes a provision for the dissolution of the Council on December 31, 2011. By action
of the Board of Supervisors at this time, the sunset provision in the establishing
resolution is eliminated in its entirety.
