HomeMy WebLinkAboutMINUTES - 08042009 - C.89RECOMMENDATION(S): AUTHORIZE the Auditor-Controller to reimburse the Volunteer & Emergency Services Team in Action (VESTIA) program, a 501c(3) non-profit corporation within EHSD, the sum of $12,940 for Emancipated Youth Stipends (EYS) expenses. FISCAL IMPACT: 100% reimburseable from the State of California’s allocation for the EYS program. BACKGROUND: The State of California provides an allocation to each county for the Emancipated Youth Stipends (EYS) program. This allocation is used to reimburse emancipated foster youth for expenses in locating affordable housing, textbooks for college or vocational training, employment search, emergency personal needs, and bus vouchers. In Contra Costa County, the EYS program is administered through the Independent Living Skills Program (ILSP). The types of expenses referenced above are by their very nature sometimes “last minute” and need to be paid within a very short period of time. Now, at the end of the fiscal year, it is apparent that the allocation cannot be claimed unless it has been paid by EHSD rather than an independent 501c(3) non-profit corporation, even though that non-profit corporation is affiliated with EHSD. Without the authorization to reimburse VESTIA for these claimable expenses, the allocation will be underspent and EHSD is concerned that the State will not allocate sufficient resources for the program next fiscal year. So that this request is not repeated next year, ILSP staff will no longer utilize the process available through VESTIA and will instead utilize the established internal EHSD process for reimbursing these expenses to emancipated foster youth in the future. CONSEQUENCE OF NEGATIVE ACTION: Possible loss of program allocation funds from the State of California. CHILDREN'S IMPACT STATEMENT: This request supports the following community outcome for children: “2) Children and Youth Healthy and Preparing for Productive Adulthood,” by providing funds to emancipated foster youth for expenses associated with housing, job training, employment and transportation.
