Approve and authorize the Health Services Director, or his designee (Donna Wigand), to
execute, on behalf of the County, Contract #74–200–7 with We Care Services for Children,
a non-profit corporation, in an amount not to exceed $481,730, to provide Wrap-Around,
Day Treatment, and Mental Health services for high risk, emotionally disturbed children,
for the period from July 1, 2009 through June 30, 2010.
FISCAL IMPACT:
This Contract is funded 38% by Federal Financial Participation, 24% by State Early and
Periodic, Screening, Diagnostic and Treatment (EPSDT), and 38% by Proposition 10.
BACKGROUND:
This Contract meets the social needs of County’s population by providing wraparound
services for preschoolers under the age of 5 with measurable delays in interpersonal,
social/emotional, language and cognitive development or preschoolers who are at risk for
such delays. Under this Agreement, Contractor will provide services to abused,
developmentally delayed, emotionally

BACKGROUND: (CONT'D)
disturbed and environmentally deprived preschooler, under the age of 5, who do not meet
the criteria for any categorical funding source for services.
On July 8, 2008, the Board of Supervisors approved Contract #74–200–6 with We Care
Services for Children, for the period from July 1, 2008 through June 30, 2009, for the
provision of Mental Health services for high risk, emotionally disturbed children, and their
families, in Central County.
Approval of Contract #74-200-7 will allow the Contractor to continue providing services
through June 30, 2010.
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors’ community outcomes:
“Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and
Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for
Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS) and placement at discharge to a lower level of care.
