Approve and authorize the Health Services Director, or his designee (Art Lathrop), to
execute, on behalf of the County, Contract #23-389-3 with the City of Pinole, a government
agency, in an amount not to exceed $30,000, to provide first responder fire paramedic
services by the Pinole Fire Department within the City of Pinole, for the period from July 1,
2009 through June 30, 2010.
FISCAL IMPACT:
There is no County General Fund impact. All payments are funded under CSA EM 1
(Measure H).
BACKGROUND:
County Service Area EM-1 was established in 1989 to provide enhanced emergency
medical services, including rapid paramedic-staffed ambulance response, to the residents of
Contra Costa County. On May 18, 2004, the Board of Supervisors authorized the County’s
Health Services Emergency Medical Services Division to use CSA EM-1 funding to
partially offset cost to the fire agencies of providing first responder Paramedic services in
Zone B.

BACKGROUND: (CONT'D)
On June 17, 2008, the Board of Supervisors approved Contract #23-389-2 with the City of
Pinole for the period from July 1, 2008 through June 30, 2009.
Approval of Contract #23-389-3, will allow the Contractor to continue providing First
Responder Paramedic Program services, through June 30, 2010, including mutual
indemnification to hold harmless both parties for any claims arising out of the performance
of this contract.
