APPROVE and AUTHORIZE the Employment and Human Services Director, or
designnee, to execute a contract with Child Abuse Prevention Council of Contra Costa
County, a non-profit corporation, in an amount not to exceed $103,860 to provide Nurturing
Parenting Program for services for the period July 1, 2009 through June 30, 2010.
FISCAL IMPACT:
$103,860: 100% State Child Abuse Prevention, Intervention and Treatment (CAPIT)
funding.
BACKGROUND:
The funding sources of Child Abuse Prevention, Intervention and Treatment (CAPIT)
Assembly Bill (AB) 1733 and Community Based Family Resources, Welfare and
Institutions Code (W& I) Code Section 18962, require County support of the local Child
Abuse Prevention Council.
The Child Abuse Prevention Council (CAPC) was selected through competitive bidding

BACKGROUND: (CONT'D)
process to established and coordinate the community’s effort to prevent child abuse. CAPC
is an invaluable asset to the dissemination of information in the efforts of the Family and
children’s Trust Committee (FACT) to address the issues of child abuse. Services include
information and referral related to child abuse prevention and treatment, professional
trainings and community workshops, coordination of the Child Abuse Review committee
and its subcommittees to improve and ensure services to victims and families, a public
lending library of books, video tapes and educational materials on child abuse issues, and
advocacy for child welfare.
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The contract will support all five of the community outcomes: 1) “Children Ready for and
Succeeding in School”; 2) “Children and Youth Healthy and Preparing for Productive
Adulthood”; 3) “Families that are Economically Self Sufficient”; 4) “Families that are Safe,
Stable and Nurturing”; and, 5) “Communities that are Safe and Provide a High Quality of
Life for Children and Families” by community education and advocacy. Expected program
outcomes are reduced child abuse and neglect; reduced incidences of domestic violence;
and, improved parental stress management.
