APPROVE and AUTHORIZE the Auditor-Controller, or designee, to remit payment to Alhambra Water in an amount not to
exceed $7,656 for bottled water provided to the Employment & Human Services Department Community Services Bureau.

FISCAL IMPACT:
The Community Services Bureau's Head Start and Early Head Start grant budget has used
funding for bottled water supply in all classrooms. The Community Services Bureau’s
outstanding balance is $5,422.95, which is 100% funded by Federal grant dollars.
BACKGROUND:
Community Services is requesting the authorization for the payment of $5,422.95 to
Alhambra Water. Head Start centers have been using bottled water for many years due to
Head Start’s history of very strict health standards with regards to the use of fluoridated
water

Subject:Authorize the Auditor-Controller to Pay Outstanding Invoice from Alhambra Water
BACKGROUND: (CONT'D)
by children enrolled in Head Start program; therefore the cost of bottled water has always
been incorporated into the Head Start / Early Head Start budgets approved by Office of
Head Start.
However, last December 2008, the county adopted a new policy prohibiting bottled water
supply to all county facilities except when it is determined that the tap water is not safe to
consume. Community Services thought that the new policy applied only to bottled water
supply to county employees and not to children enrolled in CSB’s Head Start program.
However, it was subsequently determined that County staff also use the bottled water.
Upon learning that the new policy applies also to staff at the childcare centers, the Bureau
requested the federal monitor to allow the use of tap water instead of bottled water. The
Bureau’s request was granted in April 2009. Approval of this Board Order will authorize the
Auditor-Controller to make a payment of $5,422.95 to the vendor for the cost of bottled
water supplied from December 2008 through April 2009.
CONSEQUENCE OF NEGATIVE ACTION:
Non-payment may constitue breach of obligation by the county to pay for the cost of bottled
water supplied by the vendor
