APPROVE and AUTHORIZE the Assessor, or designee, to execute a contract with
Assessment Evaluation Services (AES) in the amount of $465,000 for Phase IV of the
computer automated appraisal system implementation.
FISCAL IMPACT:
AB 589 Property Tax Administration Program funds will be used to offset the cost of this
contract.
BACKGROUND:
The AES Rapid2000 system has been operational in the Assessor's Office since 1999. The
system application has undergone three (3) phases of functionality expansion in areas where
productivity gains were needed. The AES system currently contains five (5) basic modules
including residential property appraisal, appeal processing, public service tracking,
Geographic Information System (GIS) and mass appraisal. The AES system has enabled
appraisers to have on-line access to comparable sales data, property characteristics and
Geographic Information System (GIS) parcel data, which is used to analyze and determine
residential property appraisals for direct enrollment

BACKGROUND: (CONT'D)
on the Assessment Roll. In its current state, the AES system has become a mission critical
application for the appraisal staff, providing tools and services that extend the capabilities
of the County's Land Information System (LIS).
Since the last development phase was completed, user requirements have changes along
with significant changes in the real estate market. The objective of Phase IV is to address
several key requirement changes necessary for AES to adapt to new demands the Assessor's
Office staff will face over the next several years during this market downturn and eventual
recovery. During the course of this phase, a knowledge transfer from the vendor to the
Department of Information Technology (DOIT) will take place. This will enable County IT
staff to take the application into new web-based technologies and provide user support for
the remaining application lifecycle.
