HomeMy WebLinkAboutMINUTES - 08042009 - C.41RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Randy Sawyer), to execute, on behalf of the County, Grant Agreement #28-806 (State #P0875043) with the California Department of Fish and Game to pay the County an amount not to exceed $25,000, for the Oil Spill Response Equipment Project, for the period from April 15, 2009 through October 31, 2009. FISCAL IMPACT: This Contract is funded 100% by the California Department of Fish and Game for the Oil Spill Response Equipment Grant. (No County funds required) BACKGROUND: During an oil spill, California operates within the Incident Command System (ICS), a mechanism used to bring multiple jurisdictions under one standard operating arena. The ICS is managed by the Unified Command, which is comprised of a designated official from the United States Coast Guard, OSPR and the Responsible Party (oil spiller), the three members make all decisions on how the oil spill incident operations are planned, executed and demobilized. However, in certain remote locations, the OSRO’s have difficulty or are unable to pre-stage response equipment. To address this problem, the Office of Spill Prevention and Response (OSPR) has established a grant program that will allow local government agencies funding to purchase spill response equipment, so they can initiate a first response prior to the OSRO’s arrival. Approval of Grant Agreement #28-806 will provide funding to the County’s Hazardous Material Program to purchase oil spill response equipment to be staged in potentially high risk waters within Contra Costa County jurisdiction, through October 31, 2009. The County is agreeing to indemnify and hold harmless the State for claims arising out of County’s performance under this Agreement.
