APPROVE and AUTHORIZE the Conservation and Development Director or designee to
execute a contract with the City of Concord in an amount not to exceed $157,925 for the
Lead Based Paint Hazard Control Program for the periord January 1, 2009 through October
31, 2010.
FISCAL IMPACT:
Funding will be provided by the City of Concord.
BACKGROUND:
A. The City of Concord has established a Lead Hazard Control Program to administer a
Lead Based Paint Hazard Control Program grant totaling $1,389,228.00 (Grant #
CALHB0367-07) from the Department of Housing and Urban Development (HUD), to
identify and control lead-based paint hazards in eligible private housing.
The City of Concord will provide grants through its Lead Hazard Control Program to
property owners for lead based paint hazard identification and control in eligible privately
owned housing units, including single-family and multiple-family residences, renter/owner

B. The City of Concord wishes to contract with Contra Costa County Neighborhood
Preservation Program to perform application intake and enrollment of property owners;
manage lead based paint hazard inspection, control and abatement activities in the
Monument Corridor community; and coordinate technical skills training of private
contractors in lead hazard reduction and evaluation.
C. The County Neighborhood Preservation Program has demonstrated experience and
qualifications to operate a grant program to fund housing rehabilitation under the
Community Development Block Grant Program. The County Neighborhood Preservation
Program also administers the cities of Antioch, Walnut Creek and San Pablo home
rehabilitation loan programs.
D. Under a separate agreement the County Neighborhood Preservation Program administers
the City’s grant programs under its Single Family and Mobile Home Rehabilitation Loan
and Grant Program, responsibility for which includes lead hazard identification and
control/abatement in pre-1978 housing.
E. The City will pay the County the following as compensation for the services provided by
the County to the City under this Agreement: (1) $250 each time the County processes an
application for a lead hazard control grant; (2) $500 each time lead paint testing is
completed at a grant applicant’s property; and (3) if a lead hazard control grant is made to
an applicant, an amount equal to 18 percent of the grant awarded, less the initial $750
previously paid by the City to the County for the application processing and paint testing.
This amount is compensation for all administrative and technical services provided by the
County, including salaries, administrative oversight, clerical assistance, and overhead costs.
F. The term of the agreement is January 1, 2009 through October 31, 2010.
