Subject:Amendments to FY 2008-09 CDE Childcare Alternative Payments Agreement
BACKGROUND:
On September 16, 2008 the Board approved receipt of funds from California Department of
Education (CDE) for the County to provide Stage 2 CalWORKs and Alternative Payment
Childcare program services to program-eligible families. CDE notified the Department in
late June 2009 of the following two amendments. The amendment notification occurred
after the deadline to submit these amendments for an earlier BOS meeting.
The amendments are as follows:
(1) Amend the contract to incorporate amended Funding Terms & Conditions put in place
by CDE during the FY 2008-09 term. The amendment includes enhanced definitions of
program eligibility and file documentation requirements.
(2) Amend the contract to increase funding by $150,000 to a new payment limit of
$4,000,000 during the FY 2008-09 term.
Approval of these two (2) agreement amendments will allow final reimbursement to take
place for the FY 2008-09 program year which will take into account the increased funds
allotted to this contract. This contract supports the operation of Stage 2 CalWORKs and
Alternative Childcare services to families who receive Child Protective Services, children at
risk of abuse and neglect, children with special needs, low-income families, and current and
former California Work Opportunity and Responsibility to Kids (CalWORKs) Program
participants.

CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department’s
Head Start program supports three of Contra Costa County’s community outcomes -
Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are
Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and
Nurturing.” These outcomes are achieved by offering comprehensive services, including
high quality early childhood education, nutrition, and health services to low-income children
throughout Contra Costa County.
