HomeMy WebLinkAboutMINUTES - 08042009 - C.07RECOMMENDATION(S): APPROVE the Montalvin Park Upgrades Project (Tara Hills) and FIND the project is a California Environmental Quality Act (CEQA), Class 2 Categorical Exemption, pursuant to Article 19, Section 15302 of the CEQA Guidelines, and DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk, and AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Conservation and Development for processing, and a $50 fee to the County Clerk for filing the Notice of Exemption, and AUTHORIZE the Public Works Director, or designee, to advertise the project. FISCAL IMPACT: The estimated project cost is $800,000. Tara Hills area.Project No. 2489-6X5055 (100%). BACKGROUND: The purpose of this project is to replace existing structures in Montalvin Park. The park is an 8.6 acre central feature of the Tara Hills and Montalvin Manor communities and provides multiple recreation activities (basketball, tennis, pedestrian/bike pathway, and picnic areas). Many of the park features are aging and have reached the point where replacement is needed. The work will include the replacement of 7 existing picnic tables with metal picnic tables with concrete pads, replacement of weathered benches with metal benches, improvement of the existing parking area with patching, resurfacing, striping, and installation of new American’s with Disabilities Act (ADA) approved curb ramps and an additional basketball sports court. In addition, old concrete trash receptacles will be replaced with metal trash receptacles. Approximately 30 weathered bollards (approx. 4 feet tall) that line the park entrance facing Denise Drive will be replaced. Planting, irrigation, hardscape and pedestrian pathways will also be enhanced throughout the park and the existing irrigation controller will be upgraded with a master flow valve to meet current County standards. The children’s memorial will be relocated inside the native plant garden to allow for better park access. In order to minimize damage to any nearby trees, any roots exposed during excavation will be cut cleanly and tree branches will be trimmed. No tree removal will be necessary. Real property transactions may be necessary in support of this project. At least one lane of traffic along Denise Drive will be open at all times during construction activities. CONSEQUENCE OF NEGATIVE ACTION: Delay in approving the project will result in delay of design and construction and may jeopardize funding.
