APPROVE the Disadvantaged Business Enterprise (DBE) Annual Anticipated Participation
(AADPL) and Underutilized/Disadvantaged Business Enterprise Goal Report for Federal
Highway Administration (FHWA) funded contracts establishing a 10.52% AADPL, with an
Underutilized Disadvantaged Business Enterprise (UDBE, i.e. race conscious) goal of
3.99% for FHWA Funded Contracts in the 2009/2010 Federal fiscal year and AUTHORIZE
the County Administrator to sign the letter submitting this report to California Department
of Transportation (Caltrans).
FISCAL IMPACT:
There is no impact on the General Fund. Submittal of the AADPL Report to Caltrans is
prerequisite to maintaining eligibility for Federal funding for County road and bridge
projects.
BACKGROUND:
On May 19, 2009, the Board of Supervisors approved a Disadvantaged Business

BACKGROUND: (CONT'D)
Enterprises (DBE) –Implementation Agreement with Caltrans. In accordance with this
agreement, the County is required to submit the County’s AADPL Report, for both DBE
and UDBE participation, for the upcoming Federal fiscal year in order to receive any
Federal funding for County road and bridge projects.
CONSEQUENCE OF NEGATIVE ACTION:
If the Board does not take the recommended action, Caltrans will not authorize any
Federal funds for County road and bridge projects in 2009/2010 Federal fiscal year.
