CONSIDER accepting a status report on the revision of the Contra Costa County Hazard
Mitigation Plan pursuant to the federal Disaster Mitigation Act of 2000 (DMA 2000),
Countywide.
FISCAL IMPACT:
There is no impact to the County General Fund. This project is funded by a FEMA Grant
(75%) and the Contra Costa County Flood Control and Water Conservation District (25%).
BACKGROUND:
On August 10, 2007, Contra Costa County was awarded a $224,998 grant under the federal
2007 Pre-Disaster Mitigation Grant Program to update its Multi-jurisdictional Hazard
Mitigation Plan pursuant to the DMA 2000. DMA 2000 encourages the participation of
special districts, in addition to the county and cities, in identifying the vulnerability of their
critical facilities to various hazards, including earthquakes and floods. In addition to the
obvious benefit of increasing awareness for disaster response planning, a completed Hazard
Mitigation Plan is a requirement

BACKGROUND: (CONT'D)
for eligibility to receive pre-disaster grants from the Federal Emergency Management
Agency to reduce the damage potential of public infrastructure.
Subsequently, on April 8, 2008, the County contracted with Tetra Tech, Inc. (Tetra Tech) to
facilitate the planning process. Since that time, Tetra Tech has worked with the County
Office of Emergency Services and the Public Works Department to recruit city and agency
participation in the planning process and to organize a planning committee. Now all of the
Fire and School Districts, all of the cities (with the exception of Concord and Pittsburg), and
many special districts, including Central Contra Costa Sanitary District and the Contra
Costa County Flood Control and Water Conservation District, have committed staff to the
planning committee. Tetra Tech has also, with the help of the planning partners, collected
and analyzed data to estimate the economic loss and population displacement caused by
anticipated disaster events. For example, based on preliminary information, an earthquake
of Richter magnitude 7.1 on the Hayward-Rodgers Creek fault could cause $3.5 billion in
damages to structures and their contents and displace almost 1,300 households in Contra
Costa County.
Another essential element in the mandated planning process is outreach to engage the public
in review of the draft Multi-jurisdictional Hazard Mitigation Plan. To that end, the planning
partners and Tetra Tech will schedule four public meetings during the late July and early
August period to solicit public input to the plan. The Central Sanitary District and the cities
of Antioch, Pinole, and San Ramon have tentatively offered to host the public meetings in
the central, east, west, and south areas of the County, respectively. The actual dates and
times of the meetings have yet to be determined.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board acceptance of the draft Multi-jurisdictional Hazard Mitigation Plan, the
public may not recognize the importance of their participation in the planning process.

The Board heard the status report from Greg Connaughton, Public Works Department.
Supervisor Gioia asked for a copy of the actual plans and said he would like to coordinate
with other cities and meet in September/October with members of the public to
inform people in West County on preparedness and identification of emergency facilities.
Supervisor Uilkema said the Internal Operations Committee had been working on an annual
preparedness plan. By unanimous vote, with all members present, the Board ACCEPTED
the status Report on the Revision of the Contra Costa County Hazard Mitigation Plan.
