Adopt the East County Trail Master Plan.
AUTHORIZE staff to seek funding, and upon successful identification of adequate funding,
to undertake the following activities: 1) initiate a general plan amendment study to review
the consistency between the East County Trail Master Plan and appropriate figures in the
Contra Costa General Plan and, 2) replicate the East County trail planning effort for the
central, west and southwest areas of the County for the purpose of developing a
comprehensive countywide update of trail information in the General Plan.
DIRECT staff to report to the Board of Supervisors when funding for any of the above
activities becomes available.
FISCAL IMPACT:
NONE. Staff is requesting authorization to seek funding to cover the cost of follow-up
activities.

BACKGROUND:
In 2004, Supervisor Millie Greenberg, District III and Supervisor Federal Glover, District V
brought forth a board order to authorize staff of the Community Development Department
and the Public Works Department to participate in a multi-jurisdictional effort to coordinate
trail planning throughout eastern Contra Costa County. County staff was subsequently
authorized to participate in a multi-jurisdictional effort to coordinate trail planning in East
County. This effort was intended to develop a trail network with continuous coverage from
Bay Point to Discovery Bay. The network was to accommodate all users including
pedestrians, bicyclists, and equestrians.
In early 2006, Supervisor Mary Nejedly Piepho was contacted by a constituent as to whether
anything had moved forward with this venture. Supervisor Mary Nejedly Piepho and
Supervisor Federal Glover in March 2006 then convened the multi-jurisdictional East
County Trail Planning Group, which included representatives from the East Bay Regional
Parks District, the State Parks Diablo Sector, Senator Torlakson’s office, the cities of
Antioch, Brentwood, Oakley, Pittsburg, the Contra Costa Water District, American
Discovery Trail Society and the East Bay Municipal Utilities District. Points of discussion
centered on the development of a map that would serve several purposes. First, the map was
to include both existing and planned trails to facilitate the use of the map as a planning tool
allowing jurisdictions to better coordinate trail connections. Second, the plan was to
document all trails, regardless of jurisdiction, so that the information could be used to
inform walkers, hikers, equestrians and other users of the broad network of recreational trail
facilities available, regardless of what agency manages the trail. It was suggested that
County staff take the lead and develop maps for these different uses.
In late 2007, the Contra Costa County Conservation and Development Department
requested and received $10,000 in Park Dedication Funds to help finance the preparation of
the East County Trails Plan. The result was a comprehensive trail map documenting
existing and planned hiking, bicycling and equestrian trails in eastern Contra Costa County.
The map produced during this collaborative effort represents the best available information
on trail facilities in eastern Contra Costa County. Staff will distribute the final trail plan
maps to the agencies that participated in this effort so they may update their planning
documents as they see fit.
In order to build on and make the most of this effort, staff is seeking authorization to to seek
funding, and upon successful identification of adequate funding, to initiate the following
activities:
1) Initiate an update to the General Plan to make it consistent with the East Contra Costa
Trails Masterplan, and 2) replicate the East County trail planning effort for the central, west
and southwest areas of the County for the purpose of developing a comprehensive
countywide update of trail information in the General Plan.
