ADOPT Resolution No. 2009/361 to implement the Agreed-Upon Temporary Absences
(ATA) for Department Heads, Management, Exempt, and Unrepresented County
employees.
FISCAL IMPACT:
The anticipated savings from the agreed-upon temporary absences will help to alleviate the
fiscal impact of reductions in assessed valuation and related property taxes revenues.
BACKGROUND:
Contra Costa County has just completed collective bargaining negotiations with the
Coalition labor organizations who represent a majority of County employees. As a part of
these negotiations, represented employees agreed to take 48 hours of unpaid time off
(furloughs) in the current and the next fiscal years. In the spirit of shared sacrifice, these
agreed-upon temporary absences are being extended to management, exempt, and
unrepresented employees.

EXHIBIT A
AGREED UPON TEMPORARY ABSENCES (ATA) IMPLEMENTATION
B. Use of Accruals: Paid leave, such as vacation leave, sick leave, etc. may not be used
on or in lieu of any ATA day unless authorized below in Section VI.
C. Shift differentials will be paid for ATA days in the same manner as vacation, as
provided for in Section 11 of the Salary Regulations.
D. ATA will not be considered “time worked” for purposes of determining eligibility for
overtime.
E. For those employees who have an outstanding ATA deduction balance on July 1,
2010, the County will deduct the outstanding balance (money) from the employee’s
next regular 10th of the month paycheck, and each of the following 10th of the month
paychecks, until the outstanding balance is paid full.
F. For those employees who have an outstanding ATA deduction balance on July 1,
2011, the County will deduct the outstanding balance (money) from the employee’s
next regular 10th of the month paycheck, and each of the following 10th of the month
paychecks, until the outstanding balance is paid full.
G. For ATA purposes, call back time will be treated in the same manner as a holiday is
treated in the Personnel Management Regulations and the Salary Regulations.
H. When an ATA Mandatory Closure day falls on the regularly scheduled day off of a
permanent employee who is on a 4/10, 9/80, flexible, or alternate work schedule, the
employee is entitled to request another day off in recognition of their regularly
scheduled day off. The requested day off must be within the same month and work
week and it must be pre-approved by the employee’s supervisor. If the day off is not
approved by the supervisor, it is lost. If the approved day off is a nine (9) hour
workday, the employee must use (1) hour of non-sick leave accruals. If the approved
day off is a ten (10) hour workday, the employee must use two (2) hours of non-sick
leave accruals. If the employee does not have any non-sick leave accrual balances,
leave without pay (AWOP) will be authorized.
I. There is no reduction in the average number of days ordinarily worked during the life
of this agreement as a result of ATA.
J. The base pay for each represented classification will not change as a result of ATA
during fiscal years 2009/10 and 2010/11.
K. The parties have been informed by the Contra Costa County Employees’ Retirement
Association that retirement service credit will not be affected by ATA.
L. The reporting of gross base pay to the retirement system will be consistent with the
County’s payroll records.
M. There will be no loss of accruals as a result of ATA.
