Adopt attached Resolution No. 2009/356 approving the Memorandum of Understanding
(MOU) (copy and summary of amended provisions attached), including Attachment K
(copy attached) pertaining to the Agreed Upon Temporary Absences (ATA)
Implementation, between Contra Costa County and American Federation of State, County
and Municipal Employees (AFSCME) Local 2700, providing for wages, benefits and other
terms and conditions of employment for the period beginning October 1, 2008 through June
30, 2011, for those classifications represented by that employee organization.
FISCAL IMPACT:
These recommended changes to the health plan result in significant reductions in the
County’s long term liabilities and will significantly add to the County’s overall fiscal
stability and ability to deliver services. Moreover, the anticipated savings from agreed upon
temporary absences will help to alleviate the current local fiscal impact caused by
reductions in assessed valuation and related decline in property taxes revenues.

BACKGROUND:
Beginning October, 2008, Contra Costa County began labor negotiations with a Coalition
of labor organizations to replace Memoranda of Understanding (MOU) that had expired
on September 30, 2008. In response to difficult economic circumstances, the parties were
able to negotiate new MOUs that provide for six unpaid furlough days per year, revised
cost sharing of health insurance premiums, and new protections for employees in the
event of layoff.
