HomeMy WebLinkAboutMINUTES - 07212009 - C.131RECOMMENDATION(S): APPROVE and AUTHORIZE the Redevelopment Director to execute a Project Agreement and Work Program with Contra Costa County, in the amount of $268,000 for the Montalvin Manor Sidewalk Improvement Project in the Montalvin Manor Redevelopment Project Area, with a term of May 12, 2009 to June 30, 2010. FISCAL IMPACT: No General Fund impact. 100% Redevelopment Agency funds and Public Works funds will be used for the improvements. BACKGROUND: The Contra Costa County Public Works Department has identified 351 single-family properties within the Montalvin Manor Redevelopment Project Area for frontage/sidewalk improvements. The identified properties currently reveal defects or conditions that may cause injury to persons or damage to property and require immediate correction. Under the provisions of Chapter 22 of the California Streets and Highways code, it is the sole responsibility of property owner(s) to maintain the sidewalk in front of and/or surrounding their property. The identified properties are all within the Montalvin Manor Redevelopment Project Area and the Contra Costa County Redevelopment Agency (Agency) will implement a sidewalk/ frontage improvement project to assist the 351 homeowners correct the frontage deficiencies. Under the Montalvin Manor Sidewalk Improvement Project, the Agency will cover 75 percent of the property owners’ costs to repair/replace the defects or hazardous conditions fronting the identified single-family properties. The remaining 25 percent of the cost will initially be covered by the Contra Costa County, Public Works Department and will be reimbursed by the property owners of the identified properties. The property owners will have the option to reimburse the County their portion of the cost up front to the Public Works Department or will have the option to have their costs added to their property tax bill. If the property owner options to pay via their property tax bill, an additional twelve percent administrative fee will be added to their overall cost. If the property owners fail to pay their portion by either option, the County will have the option of placing a lien on the respective properties to collect payment. The Public Works Department will manage the overall construction of the sidewalk/frontage improvement project.The overall scope for improving the identified sidewalks will include engineering and design, construction engineering, and construction for the replacement and/or repair of the sidewalks fronting the identified 351 single-family properties within the Montalvin Manor Redevelopment Project Area. The improvements when completed, will improve pedestrian safety which would benefit all the residents in the community.
