AUTHORIZE the Contra Costa County Auditor-Controller to reimburse three (3)
individuals for training expenses incurred as a participant in the Title V workforce training
program, in a cumulative amount not to exceed $224.

BACKGROUND:
The Employment and Human Services Department, Workforce Development Board
(WDB), administers the federal Title V Workforce Training Program. Under this program,
individualized training plans are developed for each participant. The costs associated with
this training are covered by the funding the WDB receives under Title V. Due to an
administrative oversight, the program requested three individuals pay the cost for the
training class they attended as a part of their individualized training plans. County policy
allows the Auditor-Controller to reimburse an employee for up to 50% of the cost of career
related training. In the case of these three individuals, as

participants in the federally funded program, 100% of the training cost should be covered.
Reimbursement is to be made to three individuals; Sincere Cosaert $150, Wendell Snyder
$50, and Bettye Randle $24 for a cumulative amount of $224 in out-of pocket training
expenses.
To avoid future reimbursement issues and misunderstandings, written policies and
procedures coordinated with Title V regulations will be provided by WDB to training
recipients and County staff detailing the program reimbursement policies.
