APPROVE the transfer of the Zero Tolerance for Domestic Violence program from within
the County Administrator’s Office into the Employment and Human Services Department.
APPROVE integration of the Zero Tolerance for Domestic Violence organizational units
within the County finance system Chart of Accounts into Agency 19 (Employment and
Human Services), effective July 1, 2009.
APPROVE the transfer of any active or pending contracts or purchase orders to the new
agency.
FISCAL IMPACT:
None. The transfer of this program will not change the 2009-10 Approved Budget
allocations or cost of the program. It is believed that efficiencies in services provided will
accrue due to the transfer.

Subject:Transfer of Zero Tolerance for Domestic Violence to the Employment and Human Services Department
BACKGROUND:
Section 4-4.008 (10) of the Code of Ordinances Contra Costa County states that the County
Administrator has the duty to review the benefits of transferring responsibility for specific
functions between county departments and agencies and consolidating county departments,
agencies and districts.
The County Administrator has identified opportunities for economies in administration and
service delivery through the transfer of the Zero Tolerance for Domestic Violence program
into the Employment & Human Services, which, combined, serve many of the same
populations.
This transfer will include the staff consisting of 1.8 full time equivalent positions, approved
expenditure and revenue allocations, and executed contracts.
The Contra Costa County Chart of Organizational Units currently contains organization
units for Zero Tolerance for Domestic Violence in Agency 03. As part of the transfer of the
Zero Tolerance for Domestic Violence to the Employment and Human Services
Department, the entire financial organizational structure of Zero Tolerance for Domestic
Violence in the finance system will be moved under the umbrella of Agency 19
(Employment and Human Services) with no change to the structure of the accounts,
effective July 1, 2009. The Chart of Accounts will be amended as follows:
