APPROVE and AUTHORIZE the Employment & Human Services Director, or designee,
on behalf of the Workforce Development Board (WDB), to execute an Interagency
Agreement with the Housing Authority of Contra Costa County, including modified
indemnification language, in an amount not to exceed $1,297,476 to provide Summer Youth
Program payroll and Employer of Record services for youth 14 to 24 years of age for the
period May 1, 2009 through October 31, 2009.
FISCAL IMPACT:
No County Costs: 100% Federal American Reinvestment and Recovery Act (ARRA) Youth
Funds.
BACKGROUND:
The Workforce Development Board of Contra Costa County (WDB) has received ARRA
funding from the Department of Labor to implement the Summer Youth Employment
Program under the regulations of the Workforce Investment Act. This contract will establish
the Housing Authority of Contra Costa County (Agency) as the Employer of Record
providing general liability and workers compensation insurance to up to one thousand one

will administer payroll in an amount not to exceed $990,000 to youth employed in worksites
throughout Contra Costa County. (18-226-0)
CHILDREN'S IMPACT STATEMENT:
This contract supports five of the community outcomes established in the Children’s Report
Card: 1) “Children Ready for and Succeeding in School”; 2) “Children and Youth Healthy
and Preparing for Productive Adulthood”; 3) “Families that are Economically Self
Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5) “Communities that are
Safe and Provide a High Quality of Life for Children and Families,” by providing summer
employment opportunities and job skills for youth ages 14-24.
