FISCAL IMPACT: 100% CCFutures Fund – discretionary general purpose funds generated from the transient occupancy tax (TOT) from the Renaissance/Club Sport Hotel in the unincorporated Contra Costa Centre area, and designated by the Board of Supervisors to the CCFuture Fund. Bonilla, District IV Supervisor Date:July 21, 2009 Contra Costa County Subject:Contra Costa Future Fund Contract with Planned Parenthood BACKGROUND: Planned Parenthood: Shasta-Diablo (PPSD) proposes continuing its prenatal services in three Contra Costa County PPSD health centers - Antioch, Richmond (Hilltop) and Concord through December, 2009. This is six months beyond the current funding agreement with the Contra Costa First Five Commission which has helped support this program since 2006. Planned Parenthood hopes to fund the net deficit of this six month extension of services through a combination of First 5 grant funds and Contra Costa Futures. The need for funds is $225,000 for 6 months. This amount represents half of the First Five annual contract. The purpose of these additional 6 months is three-fold: 1. Continue providing critically needed prenatal services in Contra Costa County to low income women. These funds will continue care for individuals already in the program and allow for 250 new pregnant women into the program. 2. Provide Contra Costa County Health Services Department additional time to review and implement a collaborative agreement with PPSD for prenatal services. The next 1 - 3 months will reveal more information about the rapidly changing State budget to help assess the impact on the County and PPSD which will allow Health Services to make a final determination of the feasibility of the collaborative no later than September 30, 2009, with a start date no later than December 31, 2009. 3. Give PPSD 3 months to responsibly down-size and ultimately close its prenatal program if the county collaborative is deemed impossible. Other providers will need time to increase what capacity they can as we transfer any remaining patients and communicate with future patients their options for services. Clearly, the possibility of a PPSD/CCCounty Health Services Collaborative makes this short term investment worthwhile. It represents a longterm solution to maintain capacity, continuity and diversity in the delivery of this critical, core prenatal healthcare service. CONSEQUENCE OF NEGATIVE ACTION: CHILDREN'S IMPACT STATEMENT:
