Approve and authorize the Health Services Director, or his designee (Haven Fearn), to
execute, on behalf of the County, Contract #74–181–9 with Bay Area Community
Resources, Inc., a non-profit corporation, in an amount not to exceed $253,647, to provide
drug abuse prevention and treatment services, for the period from July 1, 2009 through June
30, 2010.
FISCAL IMPACT:
This Contract is funded 88% by Federal Primary Prevention Set-Aside and 12% California
Drug Court Implementation (CDCI)
BACKGROUND:
This Contract meets the social needs of County’s population by providing specialized
substance abuse prevention programs so that youth are provided an opportunity to prevent or
recover from the effects of alcohol or other drug use, become self sufficient, and return to
their families as productive individuals.
On August 19, 2008, the Board of Supervisors approved Contract #74–181–8 with Bay
Area Community Resources,

BACKGROUND: (CONT'D)
Inc., for the period from July 1, 2008 through June 30, 2009, for the provision of drug abuse
prevention and treatment services.
Approval of Contract #74–181–9 will allow the Contractor to continue providing services
through June 30, 2010.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Other Drugs program supports the following Board of Supervisors’
community outcomes: “Families that are Safe, Stable, and Nurturing” and “Communities
that are Safe and Provide a High Quality of Life for Children and Families” community
outcomes by providing substance abuse education and prevention services. Expected
outcomes include increased knowledge about the impact of addiction; decreased use of
alcohol, tobacco and other drugs; increased use of community-based resources; and
increased school and community support for youth and parents in recovery.
