HomeMy WebLinkAboutMINUTES - 07212009 - C.87RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Haven Fearn), to execute, on behalf of the County, Contract #24–243–49 with R.E.A.C.H. Project, a non-profit corporation, in an amount not to exceed $644,422, to provide drug abuse prevention and treatment services for the period from July 1, 2009 through June 30, 2010. FISCAL IMPACT: This Contract is funded 69% by Federal Substance Abuse Prevention and Treatment (SAPT) Set-Aside grants, 13% by Federal Drug Medi-Cal, 13% by State Drug Medi-Cal, and 5% by County Juvenile Probation. BACKGROUND: This Contract meets the social needs of County’s population by providing specialized substance abuse treatment and prevention programs to help clients to achieve and maintain sobriety and to experience the associated benefits of self-sufficiency, family reunification, cessation of criminal activity and productive engagement in the community. Project BACKGROUND: (CONT'D) July 22, 2008, the Board of Supervisors approved Contract #24 243 46 (as amended by Contract Amendment Agreements #24–243–47 and #24–243–48) with R.E.A.C.H. Project for the period from July 1, 2008 through June 30, 2009, for the provision of drug abuse prevention and treatment services at Contractor’s facilities throughout East County. Approval of Contract #24–243–49 will allow the Contractor to continue providing services through June 30, 2010. CHILDREN'S IMPACT STATEMENT: This prevention and treatment program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include addicted youth being provided an opportunity to prevent or recover from the effects of alcohol or other drug use, become self sufficient, and return to their families as productive individuals.
