APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute a contract amendment with Patrick Harrington to increase the payment limit by
$30,000 to a new payment limit of $129,500 to provide data collection, data analysis, and
evaluation of performance outcomes for the County’s Child Welfare Redesign plan for
Federal System of Care, effective July 1, 2009, with no change in the term of the contract,
October 1, 2008 through September 30, 2009.
FISCAL IMPACT:
$129,500: 8% Stuart Foundation Grant; 4% Zellerbach Grant; 27% Federal Comprehensive
Assessment for Positive Families (CAPFO) grant, CFDA #93.670; 24.4% Federal; 24.4%
State; 12.2% County [required match].
BACKGROUND:
The Children and Family Services Bureau (CFS) of the Employment and Human Services
Department (EHSD) implemented the statewide Child Welfare Redesign plan, which
focuses on enhancing current service delivery systems and

Subject:Amend Contract with Patrick Harrington for Data Specialist for Federal System of Care Services
BACKGROUND: (CONT'D)
identifying “best practices” for families and children in California. The plan includes
activities and programs that increase efforts on prevention, early intervention, and new
differential response process by engaging the community as partners in child welfare.
Patrick Harrington, Ph.D., was selected through a competitive Request for Interest (RFI
#208), to manage data collection, data analysis, and evaluation of performance outcomes for
the County’s Child Welfare Redesign activities. Mr. Harrington has taken an active role
representing the County in State Child Welfare Redesign meetings as well as regional and
national conferences. Mr. Harrington has been instrumental in the development, design, and
maintenance of two new CFS data systems: 1) Team Decisions Making database and, 2) the
in-house Differential Response database. A standard contract will be awarded with a slight
modification of paragraph 19 of the General Conditions to accommodate contractor’s status.
This board order seeks authorization to amend Mr. Harrington's contract to add $30,000 for
additional services Mr. Harrington has been and will be performing. The additional services
will be paid 100% through the Federal CAPFO grant.
CONSEQUENCE OF NEGATIVE ACTION:

This contract supports all of the community outcomes established in the Children’s Report
Card: 1) “Children Ready for and Succeeding in School”; 2) “Children and Youth Healthy
and Preparing for Productive Adulthood”; 3) “Families that are Economically Self
Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5) “Communities that are
Safe and Provide a High Quality of Life for Children and Families,” by monitoring and
enhancing best practices for child and families involved in Child Welfare Redesign.
