1. APPROVE the allocation of a total of $29,476 in County Community Development
Block Grant (CDBG) and HOME Investment Partnership Act (HOME) funds ($14,738 in
CDBG and $14,738 in HOME) as the County's contribution for the preparation of the FY
2010-14 Contra Costa Consortium Consolidated Plan and Analysis of Impediments to Fair
Housing.
2. APPROVE and AUTHORIZE the Director, or designee, to execute a contract with PMC
in an amount not to exceed $84,400 to prepare the FY 2010-2014 Contra Costa Consortium
Consolidated Plan and Analysis of Impediments to Fair Housing for the period of July 1,
2009 through June 30, 2010.
FISCAL IMPACT:
No General Fund impact. CDBG and HOME funds are provided to the County on an annual
allocation basis through the U.S. Department of Housing and Urban Development (HUD).
The recommended County amount includes $14,738 in FY 2009/10 CDBG administration
funds and $14,738 in FY 2009/10 HOME administration funds. In addition to the County

Subject:Preparation of FY 2010-2014 Consolidated Plan and Analysis of Impediments to Fair Housing
funds, CDBG Consortium members (cities of Antioch, Concord, Pittsburg, Richmond, and
Walnut Creek) will each provide a portion of the remaining funds resulting in a total budget
of $84,400. CDFA Nos.: 14.218 (CDBG), and 14.239 (HOME).
BACKGROUND:
The Contra Costa Consortium was established in FY 1994 for purposes of participating in
the HOME Investment Partnership Act (HOME) Program. Consortium Members include
Contra Costa County as the Urban County Representative and the cities of Antioch,
Concord, Pittsburg, Richmond and Walnut Creek. As the designated Consortium
Representative, the County is authorized to act on behalf of the Consortium.
The Consortium receives CDBG, HOME, Emergency Shelter Grant (ESG) and Housing
Opportunities for People with AIDS (HOPWA) funds on an annual allocation basis through
HUD. In order to receive funding through these programs, Consortium Members are
required to prepare a five-year Consolidated Plan. The purpose of the plan is to assess
housing and community development needs in the Consortium area and provide a
comprehensive five-year strategy designed to:
• increase and maintain the supply of affordable and supportive housing for low-income and
special needs populations, including the homeless;
• create a suitable living environment through neighborhood revitalization and
improvements in public facilities and services; and
• expand economic opportunities for lower income households.
The Consortium currently has an approved Consolidated Plan covering FY 2005-2009. In
order to continue to qualify for the receipt of federal funds, the Consortium must prepare a
new five-year Plan beginning with FY 2010/11. The Plan must meet federal requirements
and be approved by HUD prior to the beginning of the FY 2010/11 program year.
The Consortium distributed a request for proposals to prepare the Consolidated Plan to over
twenty qualified consultants. Five proposals were received and reviewed by a team
consisting of at least one representative from each Consortium jurisdiction. The Consortium
representatives unanimously recommended the selection of PMC to prepare the FY
2010-2015 Consolidated Plan at a cost of $84,400. Each Consortium jurisdication will pay
its fair share for preparation of the Plan. To facilitate the administration of the contract with
PMC, the County will be the holder of the contract and make payments to PMC as outlined
in the Work Plan. At the end of the contract, the County will be reimbursed by each of the
Consortium jurisdictions for their fair share of the total cost.
The staff and consultant have prepared an aggressive schedule to complete the final FY
2010- 2014 Consolidated Plan in time to submit to HUD by May 14, 2010. The proposed
timeline is as follows:

CONSEQUENCE OF NEGATIVE ACTION:
If the recommendations are not approved, the County would not be eligible to receive its
yearly CDBG and HOME program entitlement funds through the Department of Housing
and Urban Development.
