RECOMMENDATION:
Adopt Resolution Number 20569 to Retitle and Reallocate the following classifications and
salaries:
RETITLE the classification of Lead Fingerprint Technician (64HC) (Represented) to
Supervising Fingerprint Technician (64HC) (Represented) AND REALLOCATE the salary
from (VN5-1307) ($3,897 - $4,737) to (VN5-1540) ($4,908 - $5,966);
REALLOCATE the salary of Fingerprint Technician II (64VH) (Represented) from
(VN5-1234) (3,625 - $4,407) to (VN5-1412) ($4,324 – $5,256);
REALLOCATE the salary of Fingerprint Technician I (64WJ) (Represented) from
(VN5-1165) ($3,386 - $3,733) to (VN5-1344) ($4,042 - $4,457);
RETITLE the classification of Lead Fingerprint Examiner (64HB) (Represented) to
Supervising Fingerprint Examiner (64HB) (Represented) AND REALLOCATE the salary
from (VN5-1651) ($5,479 - $6,659) to (VN5-1686) ($5,672 - $6,894);

Subject:RETITLE & SALARY REALLOCATION OF FINGERPRINT SERIES
REALLOCATE the salary of Fingerprint Examiner I (64WH) (Represented) from
(VN5-1472) ($4,589 - $5,059) to (VN5-1515) ($4,788 - $5,279).
RECOMMENDATION(S): (CONT'D)
FISCAL IMPACT:
This action will result in an annual cost of $38,823.36, 100% funded from the Regional
Access Network Fund (RAN); (Non-General Fund source).
BACKGROUND:
The recommended salary reallocations / Retitlements of the Fingerprint Classification
Series are the result of a comprehensive Salary Compensation Study completed by the
Human Resources Department utilizing the 9 Bay-Area Counties for comparison. Data
obtained from the survey reflected that the Fingerprint Class Series are under the Median.
Additional consideration given to the Office of the Sheriff’s request to retitle the Lead
Fingerprint Examiner and Lead Fingerprint Technician to the Supervisory level; both
classifications will have to exercise supervision over subordinates. Central Identification
Services (CIS) employs twenty (20) staff members within two (2) distinct and separate
duty locations; with the proposed retitled classification Supervising Fingerprint
Technician assigned to 24-hour operations (Days, Mids, & Swing Shifts). A first line
supervisor, responsible for a smaller number of staff in their location, is needed to oversee
operations and to give staff feedback and immediate support. The CIS Manager
classification is responsible for the overall management of the Fingerprint Technicians
and Examiners and cannot give the close supervision which is needed in day-to-day
operations. Lead Fingerprint Technicians and Examiners do not have sufficient authority
to handle employee issues and problems, which occur regularly. Of the eleven (11)
incumbents hired to Lead classifications within the Fingerprint series, five (5) chose to
voluntarily demote or resign citing concern over lack of authority.
CONSEQUENCE OF NEGATIVE ACTION:
Negative action of salary reallocation would result in the continued reduced
compensation received by the current Fingerprint Technician and Fingerprint Examiner
incumbents and would greatly contribute to the high attrition problem. Additionally, the
retitlement of the Fingerprint Technician and Lead Fingerprint Examiner to Supervisors
would perpetuate the need for the Leads to wait for CIS Manager availability in order to
address any personnel problems, which could have been addressed immediately if they
had sufficient supervisory authority.
