ADOPT Position Adjustment Request Number 20703 to ADD four (4) Child Support
Specialist I (SMWF) positions (represented); and ADD one (1) Child Support Supervisor
(SMNA) position (unrepresented).
FISCAL IMPACT:
This action will result in an additional annual expense of $382,884. These positions will be
funded with Contra Costa's allocation from the State of California's Revenue Stabilization
Fund. Contra Costa's allocation for SFY 09/10 is $448,308.
BACKGROUND:
Because the State of California has recognized the need to increase staffing levels to
improve collections, Contra Costa County will be receiving an additional allocation of
funding. For Fiscal Year 09/10, the State will allocate an additional $448,308 to Contra
Costa County Department of Child Support Services. A minimum of 70% of the allocation
is mandated to be spent on increasing staffing levels. The expectation is that with the
increase in staffing, the State will experience an increase in collections statewide. The State

The addition of the Child Support Specialist I positions and the Child Support Supervisor

CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the department will not be in compliance with the State
mandate to increase staffing levels and the additional funding may be revoked.
