APPROVE Appropriations and Revenue Adjustment No. 5119 authorizing new Revenue in
Flood Control Drainage Area 127 (Fund 256300) in the amount of $8,500 from recent
Board Approved Flood Control Revolving Fund Loan made to Flood Control Drainage Area
127 for drainage area maintenance in San Pablo area.
FISCAL IMPACT:
No fiscal impact to the General Fund. This action provides additional appropriations from
unanticipated non-General Fund recognized Revenues and budgets them for anticipated
expenditures.
BACKGROUND:
Flood control improvements were constructed in lower Rheem Creek by the U.S. Army
Corps of Engineers (Corps) and Contra Costa County in the early 1960s. Storm Drain
Maintenance District 4 (SDMD4) was established to fund the long-term maintenance of the
facilities with property tax revenues. SDMD4 was subsequently converted to DA 127. The
Flood Control District is obligated to provide maintenance in accordance with the
maintenance standards established by the Corps.

BACKGROUND: (CONT'D)
Property tax revenues received this year were inadequate to fund needed maintenance.
DA 127 received a recent Board approved Flood Control revolving fund loan. This action
appropriates FY08-09 recognized revenues and provides adjustment to cover FY08-09
Flood Control Drainage Area 127 Expenditures.
CONSEQUENCE OF NEGATIVE ACTION:
Non-approval of adjustment will result in expenditure budget overruns within Flood
Control Fund for Drainage Area 127 (Fund 256300).
