Officers. Monitoring may take the form of home contacts, drug testing, making sure the
offender attends counseling sessions and helping offenders to find suitable homes and
employment. Supervision also requires using electronic monitoring equipment and GPS
which requires expert knowledge of newer technologies. There are also approximately
2,500 minors booked into Juvenile Hall annually, 350 youth are committed to the Orin
Allen Youth Rehabilitation Facility and 29 youths committed to the Youthful Offender
Treatment Program who are cared for by Probation Counselors.
These professionals, with the implementation of Evidence Based Practices and Risk
Assessment tools, are a force for positive change by assisting juvenile and adult
offenders to become productive members of society. They may play the part of counselor

prevention specialists, motivators, educators, facilitators and often times they are the only
support system an offender may have.
County Probation Officer Lionel D. Chatman recommends that Contra Costa County join
with the State of California and the Nation in honoring these dedicated individuals who
work each day to make our communities a safer place.
