FISCAL IMPACT: None BACKGROUND: The American Probation and Parole Association has proclaimed the week of July 19-25, 2009 as "Probation, Parole & Community Supervision Officers' Week" in the United States to recognize the men and women who work each and every day with probationers and parolees to hold them accountable for the crimes they have committed against our families, our friends, our neighbors and our communities. Since 1841, the practice of probation and parole has played a vital role in our justice system. These professionals are a critical part of the public safety system. Chatman, County Probation Officer Date:July 21, 2009 Contra Costa County Subject:Probation, Parole and Community Supervison Week; July 19-25, 2009 County there are over 5,000 adults and juveniles on community supervision that are supervised by Deputy Probation BACKGROUND: (CONT'D) Officers. Monitoring may take the form of home contacts, drug testing, making sure the offender attends counseling sessions and helping offenders to find suitable homes and employment. Supervision also requires using electronic monitoring equipment and GPS which requires expert knowledge of newer technologies. There are also approximately 2,500 minors booked into Juvenile Hall annually, 350 youth are committed to the Orin Allen Youth Rehabilitation Facility and 29 youths committed to the Youthful Offender Treatment Program who are cared for by Probation Counselors. These professionals, with the implementation of Evidence Based Practices and Risk Assessment tools, are a force for positive change by assisting juvenile and adult offenders to become productive members of society. They may play the part of counselor one day and enforce the rules of the Court the next. They are problem solvers, crime prevention specialists, motivators, educators, facilitators and often times they are the only support system an offender may have. County Probation Officer Lionel D. Chatman recommends that Contra Costa County join with the State of California and the Nation in honoring these dedicated individuals who work each day to make our communities a safer place.
