SUBJECT: Consummate Purchase and Accept
Grant Deed for Interest in
Blum Road Corporation Yard

The Board of Supervisors of Contra Costa County RESOLVES THAT:
This Board on November 19, 1985 passed Resolution of Intention No. 85/666
and Notice fixing December 17, 1985 at 10:30 a.m, in its Chambers, County Adminis-
tration Building, 651 Pine Street, Martinez, California, as the time and place
where it would meet to consummate the re-purchase of the real property described
therein from Contra Costa County Flood Control and Water Conservation district,
said property being required for corporation yard purposes. Said Resolution was
duly published in the Martinez News-Gazette in compliance with Govt. Code Section
6063.
The Board hereby consummates said purchase and approves the Re-purchase
Agreement dated December 17, 1985, between Contra Costa County Flood Control and
Water Conservation District, and the County for an undivided 1/3 interest in the
Blum Road Corporation Yard Site, and AUTHORIZES the County Administrator to sign
the Re-Purchase Agreement on behalf of the County.
The County Administrator is hereby AUTHORIZED to arrange for the transfer
of funds to Flood Control Zone 3B in the amount of $863,875 from the County General
Fund.
Said Grant Deed, dated December 17, 1985 is hereby ACCEPTED and the Real
Property Division is ORDERED to have it recorded, together with a certified copy
of this resolution.
The project has been determined to be in compliance with the General
Plan. A negative declaration pertaining to this project was published with no
protest, and the Board has considered the negative declaration together with any
comments received during the public review process. The Board hereby FINDS on
the basis of the initial study and any comments received that there is no
substantial evidence that the project will have a significant effect on the
environment, and APPROVES the negative declaration.
IT IS FURTHER RESOLVED that the Community Development Director is directed to
filea Notice of Determination with the County Clerk.

Subject: Sale of Surplus Real Property

The Board of Supervisors as the governing body of the Contra Costa County
Flood Control and Water Conservation District RESOLVES THAT:
Contra Costa County Flood Control and Water Conservation District owns an
undivided 1/3 (one-third) interest in the real property described in Exhibit "A"
attached hereto. Said interest in said property is DETERMINED to be surplus and
no longer required for any District purposes.
This Board hereby APPROVES and AUTHORIZES the sale of said undivided 1/3
(one-third) interest in said property to Contra Costa County, and the Board
Chairwoman is hereby AUTHORIZED to execute a Grant Deed on behalf of the District
in consideration for the payment received in full in the amount of $863,875.
The Chief Engineer is AUTHORIZED to execute the Re-Purchase Agreement dated
December 17, 1985, with the County.
The Real Property Division is DIRECTED to cause the Grant Deed to be recorded
in the office of the County Recorder.
The Board hereby FINDS that the project will not have a significant effect
on the environment, and DETERMINES that the project is exempt from the requirements
of the California Environmental Quality Act as a Class 12 Categorical Exemption
under County Guidelines and Section 15112 of the State CEQA Guidelines, and
DIRECTS the Community Development Director to file a Notice of Exemption with the
County Clerk. The sale of this interest has been found to be in conformance with
the County General Plan.

Beginning at the northwestern corner of the Parcel of Land
described in the Deed to the Central Contra Costa Sanitary
District, Recorded October 29, 1947, under Recorder's Serial
No. 43506, in volume 11'41 of Official Records of said County,
at page 402, also being the southwestern corner of the Parcel
of Land described in the Deed to the Central Contra Costa
Sanitary District, recorded January 22, 1963, under Recorder's

feet to the north line of the Parcel of Land described in the
Deed from Annie Loucks to Martinez Gun Club, recorded July
2, 1947, in Volume 1095, Official Records, at page 100; thence
north 85° 10' east, along said north line, 1123.3 feet to
the west line of the Parcel of Land described in the Deed
from Annie Loucks to Central Contra Costa Sanitary District,
recorded October 29, 1947, in Volume 1141 of Official Records,
at page 399 ; thence north 000 28 ' west, along said west line,
to the north line of said Loucks Parcel, 197 Deeds 31 ; thence

that certain Parcel of Land described in "Parcel 1" of State
Deed No. 45488 to the State of California, recorded October
9, 1974, in Book 7341 at page 119, both Deeds being of Official
Records of Contra Costa County, said portions being more parti-
cularly described as follows:
COMMENCING at the intersection of the northwesterly line of
"PARCEL 1", as last said Parcel is described in State deed
No. 41323 to the State of California, recorded March 25, 1976,
in Book 7803 at page 208, Official Records of said County,
