Approve and authorize the Health Services Director, or his designee (Donna Wigand) to
execute, on behalf of the County, Contract #74–304-2 with Fred Finch Children’s Home, a
non-profit corporation, in an amount not to exceed $1,350,642, to provide implementation of
the Mental Health Services Act (MHSA) Community Services and Supports Program, for
the period from July 1, 2009 through June 30, 2010. This Contract includes a six-month
automatic extension through December 31, 2010, in an amount not to exceed $675,321.
FISCAL IMPACT:
This Contract is funded 41% by Federal Medi-Cal and 59% by State Mental Health Services
Act (Prop 63).
BACKGROUND:
This Contract meets the social needs of County’s population by providing implementation
of MHSA Community Services and Supports Program, including providing
community-based services, personal services coordination, medication support, crisis
intervention, and other mental health services to eligible adult clients in Contra Costa
County.

BACKGROUND: (CONT'D)
August 18, 2008 the Board of Supervisors approved Contract #74–304-1 with Fred Finch
Children’s Home, for the period from June 1, 2008 through June 30, 2009, to provide
implementation of the Mental Health Services Act (MHSA) Community Services and
Supports Program.
Approval of Contract #74-304-2 will allow Contractor to continue providing services
through June 30, 2010.
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors’ community outcomes:
“Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and
Provide a High Quality of Life for Children and Families”. Expected program outcomes
include an increase in positive social and emotional development as measured by the Child
and Adolescent Functional Assessment Scale (CAFAS).
