Approve and authorize the Health Services Director, or his designee (Donna Wigand), to
execute, on behalf of the County, Contract Amendment Agreement #74–306–3 with The
West Contra Costa Youth Services Bureau, a non-profit corporation, effective May 1, 2009,
to amend Novation Contract #74–306–2, to increase the payment limit by $22,639, from
$750,000 to a new payment limit of $772,639, with no change in the original term of July 1,
2008 through June 30, 2009, and to increase the automatic extension payment limit by
$11,320, from $375,000 to a new payment limit of $386,320, with no change in the term of
the automatic extension, through December 31, 2009.
FISCAL IMPACT:
This Contract is funded 48% by Federal FFP Medi-Cal, 43% by State Early and Periodic,
Diagnosis, Screening and Treatment (EPSDT), 4% Individuals with Disabilities Education
Act (IDEA/SB90), and 5% by Mental Health Realignment.

BACKGROUND: (CONT'D)
#74–306–2 with The West Contra Costa Youth Services Bureau for the period from July 1,
2008 through June 30, 2009, which included a six-month automatic extension through
December 31, 2009, for the provision of wraparound Mental Health services.
Approval of Contract Amendment Agreement #74–306–3 will allow the Contractor to
provide services to additional youth through June 30, 2009.
