Approve and authorize the Health Services Director, or his designee (Donna Wigand), to
execute, on behalf of the County, Contract #24-312-29 with Asian Community Mental
Health Board, a non-profit corporation, in an amount not to exceed $150,000 to provide
interpretation services for Mental Health Southeast Asian refugees in West Contra Costa
County, for the period from July 1, 2009 through June 30, 2010.
FISCAL IMPACT:
This Contract is funded 100% by Mental Health Realignment Trust Fund.
BACKGROUND:
According to the National Standards for Culturally Appropriate Services in health care,
health care organizations are required to provide language assistance services at no cost to
each patient with limited English proficiency, as well as to patients who use sign language
to communicate. In order to be in compliance with this mandate, the hospital and health
centers have requested Asian Community Mental Health to provide translation services in
West Contra Costa County.

BACKGROUND: (CONT'D)
On July 24, 2007, the Board of Supervisors approved Contract #26-484-4 with Asian
Community Mental Health Board to provide translation services to Southeast Asian
refugees in West Contra Costa County, including family case management services, for the
period from July 1, 2008 through June 30, 2009. These services were formerly monitored
under Contra Costa Regional Medical Center, Ambulatory Care services and is now being
provided under the County's Mental Health Division.
Approval of Contract #24-312-29 will allow the Contractor to continue to provide services,
under the direction of the Mental Health Division, through June 30, 2010.
