APPROVE and AUTHORIZE the Employment & Human Services Department director, or
designee, to execute a contract to accept funding from California Department of Education
in an amount not to exceed $82,996 to support extended day care / latchkey childcare
services during the term July 1, 2009 through June 30, 2010.
FISCAL IMPACT:
100% State funding
No County match

BACKGROUND:
California Department of Education notified the Department on June 23, 2009 of the
2009-10 funding allocation for extended day care (latchkey) program services. The State has
proposed use of American Recovery and Reinvestment Act (ARRA) 2009 funds to
supplement the allocation and thereby avoid contract reduction. If not

BACKGROUND: (CONT'D)
approved by the Legislature, this contract will be subject to a 3.5% reduction.
Approval of this revenue contract will provide support funds for extended day care
(latchkey) program services to program eligible children and families.

CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports
three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and
Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and,
Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved
by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
