APPROVE and AUTHORIZE the Employment & Human Services Department director, or
designee, to execute a contract to accept funding from California Department of Education
in an amount not to exceed $9,544,129 to support State preschool programs during the term
July 1, 2009 through June 30, 2010.
FISCAL IMPACT:
100% State funding

BACKGROUND:
California Department of Education notified the Department on June 23, 2009 of the
2009-10 funding allocation for California State Preschool program services. The State has
proposed use of American Recovery and Reinvestment Act (ARRA) 2009 funds to
supplement the allocation and thereby avoid contract reduction. If not

BACKGROUND: (CONT'D)
approved by the Legislature, this contract will be subject to a 3.5% reduction.
Approval of this revenue contract will provide support funds for state preschool and
pre-kindergarten services to program eligible children and families.
Effective this fiscal year, the State has combined funding from the following 2008-09 state
preschool contracts into this new, single contract:
General Childcare & Development CCTR 8039 (80% only)
Full-day preschool CFDP 8008
State Preschool CPRE 8031
Pre-kindergarten (full-day) CPKF 8003
Pre-kindergarten (part-day) CPKP 8008

CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports
three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and
Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and,
Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved
by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
