APPROVE and AUTHORIZE the Employment & Human Services Department director, or
designee, to execute a contract to accept funding from California Department of Education
in an amount not to exceed $4,407,040 to support childcare and development programs
(CalWORKS Stage 2) during the term July 1, 2009 through June 30, 2010.

BACKGROUND:
California Department of Education notified the Department on June 23, 2009 of the
2009-10 funding allocation for alternative payment / CalWORKS Stage 2 childcare
services. The State has proposed use of American Recovery and Reinvestment Act (ARRA)
2009 funds to supplement

BACKGROUND: (CONT'D)
the allocation and thereby avoid contract reduction. If not approved by the Legislature, this
contract will be subject to a 3.5% reduction.
Approval of this revenue contract will provide support funds for CalWORKS Stage 2
childcare services to program eligible children and families.

CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports
three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and
Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and,
Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved
by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
