(75% Federal, 25% In-Kind Match) FISCAL IMPACT: $24,461. $18,346 Federal, $6,115 In-Kind match. CFDA #16.588. BACKGROUND: On February 17, 2009, President Obama signed into law, the American Recovery and Reinvestment Act of 2009 (the "Recovery Act"). As one of its many elements, the Recovery Act provides the U.S. Department of Justice (DOJ) with funding for grants to combat violence against women, to fight internet crimes against children, to improve the functioning of the criminal justice system, to assist victims of crime, and to support youth mentoring. Kochly, District Attorney Date:July 7, 2009 Contra Costa County Subject:Application for Violence Against Women Act (VAWA) Stimulus Funding BACKGROUND: (CONT'D) It is anticipated there will be approximately $800,000 available to fund the Victim/Witness Assistance Recovery Act - VAWA Stimulus in FY 09/10. Funds for this Program are derived from American Recovery and Reinvestment Act of 2009, the "Recovery Act" and the Violence Against Women Act of 1994 (VAWA). VAWA funds and the required match are restricted to direct services to crime victims. In addition, services to witnesses other than the crime victim are prohibited for VAWA funds, and their required match. Services under this grant program are defined as those efforts that (1) respond to the emotional and physical needs of crime victims; (2) assist primary and secondary victims of crime to stabilize their lives after a victimization; (3) assist victims to understand and participate in the criminal justice system; and (4) provide victims of crime with a measure of safety and security such as boarding-up broken windows and replacing and repairing locks.
