APPROVE and AUTHORIZE the Redevelopment Director to execute a contract
amendment with Harris & Associates effective June 23, 2009, to extend the term of the
contract from June 30, 2009 to December 31, 2010, without change to the payment limit of
$150,000. (100% Redevelopment funds)
FISCAL IMPACT:
Contract is to be billed on a time and materials basis not to exceed $150,000 for the contract
term. The Agency has budgeted sufficient funds to cover such costs. There are no General
Funds involved.
BACKGROUND:
In May/June, 2005, the County Redevelopment Agency and the Pleasant Hill BART
Leasing Authority (a joint powers agency comprised of the County, the County
Redevelopment Agency and the Bay Area Rapid Transit District (BART) approved the
business aspects of the Transit Village Project on the BART property at the Pleasant Hill
Station. Among other things, these documents stipulate that the Redevelopment Agency will
act as a construction financer of the BART patron replacement

BACKGROUND: (CONT'D)
parking garage, some required core infrastructure (streets and utilities) and placemaking
improvements (parks, plazas, greens and civic uses).
The Redevelopment Agency does not issue the permits or directly oversee the
construction of these improvements. BART oversees the garage and Public Works and/or
Building Inspection oversees the other public improvements.
Nevertheless, the Redevelopment Agency requires its own independent inspection
services to assure that requests for payments are appropriate, to review the merits of
requested change orders and to provide technical advice in the event of disputes. The
contract extension will allow services to be provided through the completion of the
project.
