AUTHORIZE the formation of a P-6 Citizen Advisory Committee for Zones 500, 501, 502, 503 and 504 within the Discovery Bay area to make reports and recommendations to the Board of Supervisors on extended police protection services which shall include, but not be limited to, enforcement of the State Vehicle Code where authorized by law, crime prevention, and litter control. 2. DIRECT that the members of the Citizen Advisory Committee shall be appointed by the Board of Supervisors upon recommendation of the District Supervisor. The Advisory Committee shall consist of five (5) members who reside within the P-6 Discovery Bay Zones 500-504, with no more than two appointees residing within any one Zone. 3. SPECIFY that the terms for seats shall be staggered and will expire every 2 years ending December 31st. Initially, seats 1, 3, and 5 will expire December 31, 2011 and seats 2 and 4 will expire December 31, 2012. Once the initial term of these seats expires, appointees shall serve the normal office term of every 2 years ending December 31st. Members shall serve no more than two consecutive full terms. Once a time lapse of six months has occurred, the resident will then have the opportunity to reapply for the seat. REQUEST the Office of the Sheriff to provide staff support to the new committee, including meeting scheduling and noticing, and attendance at meetings. 5. ACKNOWLEDGE that the District III Supervisor’s Office may provide staff time and office resources to the P-6 Citizen Advisory Committee for Zones 500-504 as requested by the P-6 Citizen Advisory Committee for Zones 500-504. FISCAL IMPACT: Costs for administrative staff support will be funded by revenues collected from CSA P-6 Discovery Bay Zones 500-504. BACKGROUND: County Service Area ("CSA") P-6 was officially established by the Board of Supervisors in 1983 to provide “extended police protection services.” CSA P-6 is composed of most of the unincorporated areas within the county. CSA P-6 generates ad valorem property tax revenue based on the annual assessed valuation of parcels within the district boundaries. This revenue is deposited into the CSA P-6 Fund (265600), which is interest bearing and thus receives interest earnings on these deposits. A P-6 Citizen Advisory Committee is recommended for the Discovery Bay area at this time because the zones of CSA P-6 in the Discovery Bay area have recently, beginning in 2007-08, reached a combined annual revenue level that can sustain one or more deputy positions to provide extended or enhanced services, and the community requires a formal channel to the Board of Supervisors to communicate its needs and requests for police services within the community. The Town of Discovery Bay Community Services District has requested a local advisory committee to monitor and make reports and recommendations to the Office of the Sheriff and the Board of Supervisors on the P-District’s revenues. This request was also made by residents of the Discovery Bay West P-6 Zone contributors. My recommendation limits the scope of the committee’s review and advice to police service needs and the expenditure of P-6 revenues from Zones 500-504 and provides that the committee will make its recommendations and reports to the Board of Supervisors. It is also my recommendation, to fulfill the request of the community, to structure this advisory committee to function equal to the existing models used for P-2A (Blackhawk), P-2B (Alamo), and P-5 (Round Hill) police services advisory committees. These advisory committees are staffed by the Sheriff’s Office and the appropriation requests are brought to the Board of Supervisors for comment and approval by the Contra Costa County Office of the Sheriff.
