1. APPROVE the bid documents, including plans and specifications.
2. DETERMINE that the project is a California Environmental Quality Act (CEQA) Class
4b Categorical Exemption; DIRECT the Department of Conservation and Development
Director, or designee, to file a Notice of Exemption with the County Clerk; and DIRECT
the General Services Director, or designee, to arrange for payment of the $25 handling fee
to the County Clerk for filing the Notice of Exemption and a $25 handling fee to the
Department of Conservation and Development for processing costs.
3. AUTHORIZE the General Services Director, or designee, to advertise for bids to be
received on July 30, 2009 at 2:00 p.m. and to issue bid Addenda, as needed, for clarification
of the contract bid documents, provided the involved changes do not significantly increase
the cost estimate for the initial construction contract.
FISCAL IMPACT:
There will be no impact to the County General Fund. The Port Chicago Navy Mitigation
Fund will be used to fund this project.

Subject:Approve Bid Documents and Authorize Advertisement for Bids for Landscape Improvements at Driftwood
Drive, Bay Point, for Public Works (WW0687)CP#09-07
BACKGROUND:
Plans and specifications for the project have been prepared for the Public Works
Department by Gates & Associates and filed with the Clerk of the Board by the General
Services Director. The construction cost estimate is $530,000 and the Board has obtained
the general prevailing rates of wages, which shall be the minimum rates paid on this project.
Upon the Board's authorization, the Clerk of the Board will publish a Notice to Contractors
in accordance with Section 22037 of the Public Contract Code, inviting bids for the work.
The General Services Director, or designee, will mail notices to the construction trade
journals specified in Section 22036 of the Public Contract Code at least 30 days before the
bid opening date.
This project will repair and restore the Driftwood Drive landscaping and irrigation system
that was originally constructed with funds from the first Navy Mitigation Fund Expenditure
Plan. Driftwood Drive serves as a connector route between the Delta DeAnza Regional Trail
and waterfront. The existing irrigation system will be renovated, dying plants will be
removed, and healthy plants will be installed along Driftwood Drive from Evora Road to
Jill Avenue. The landscape plan was developed with input from the community. Funding
for the project was approved through the Board of Supervisors' adoption of the 2008 update
of the Navy Mitigation Fund Expenditure Plan.
CONSEQUENCE OF NEGATIVE ACTION:
Driftwood Drive landscaping will continue to deteriorate, resulting in higher maintenance
costs and unsightliness.
