REFER a review of the standards for all advisory bodies to the Internal Operations
Committee, including the role of the body, the body's mission, and the body's role in the
delivery of service, as recommended by Supervisors Piepho and Bonilla.
FISCAL IMPACT:
Other than staff and committee time to conduct the study, there is no fiscal impact from this
referral.
BACKGROUND:
The Board of Supervisors has approximately 95 advisory bodies, which operate under very
general policies and guidelines established by the Board. Resolution No. 2002/377, adopted
by the Board of Supervisors on June 18, 2002, outlines the responsibilities of advisory
bodies and requires, among other things, that each advisory body has specifically defined
objectives.
The high level of autonomy with which these bodies operate contributes to variations in the
way the bodies interpret their Board-established mission, authority, and activities. Getting

operating guidelines can be problematic. The Board has only an annual report as a regularly
scheduled communication with its advisory bodies. It is prudent, therefore, for the Board to
periodically review the its advisory bodies to determine if their missions continue to be
relevant and if they are operating within County policies and guidelines.
State law under the Maddy Act requires legislative bodies to review their advisory bodies
triennially. The County Administrator's Office has recently conducted the triennial review
and, working under the direction of the Internal Operations Committee, will be bringing
forth recommendations for modifying or eliminating certain advisory bodies. The triennial
review, however, does not look for opportunities to review Board policies and guidelines for
advisory bodies that help simplify and standardize administration and operation of these
bodies. Consequently, we are recommending that the Board refer to the Internal Operations
Committee a review of advisory bodies with the particular aim of identifying areas in which
standardization would increase efficiency and effectiveness of these bodies in their support
role to the Board of Supervisors.
The review should be limited to those bodies created by and under the sole jurisdiction of
the Board of Supervisors. Due to the large number of advisory bodies, it may not practical
to review every one of them. Therefore, a selection of advisory bodies may be used by staff
in reporting and developing recommendations to be reviewed by the Internal Operations
Committee.
