Under the law, vehicles valued at $500 or less, once abated, can not be returned to the owner, sold, or transfered to another owner. They must be released to a dismantler and scrapped. Pursuant to California Vehicle Code section 22855(f), the Board of Supervisors must authorize non-law enforcement employees to appraise vehicles subject to abatement. The Department will meet the conditions imposed by California law with the approval of this order. CONSEQUENCE OF NEGATIVE ACTION: Without the ability to appraise vehicles identified for abatement, Department staff would be required to rely on law enforcement personnel, automotive dismantlers, or other recognized appraisers to establish vehicle values. This will result in delays, or increased costs associated with abating vehicles under the program.
