DESIGNATE the Conservation and Development Director and her regularly salaried
full-time employee designees as vehicle appraisal officers pursuant to California Vehicle
Code Sections 22669 (a) and 22855, for the purpose of enforcing the Abandoned Vehicle
Ordinance of Contra Costa County (Division 430 of the County Ordinance Code).
FISCAL IMPACT:
None. Once selected, Department personnel will be trained during regularly scheduled staff
meetings.
BACKGROUND:
The Department of Conservation and Development assumed responsibility for the
Abandoned Vehicle Abatement Program in January, 2009. The Department now enforces
the provisions of Contra Costa County Ordinance Code Division 430, the Abandoned
Vehicle Abatement Ordinance.
Under the California Vehicle Code, vehicles subject to abatement from public and private
property must be appraised to establish the approximate value of the vehicle. The appraisal

BACKGROUND: (CONT'D)
and dispositions under the California Vehicle Code and the Abandoned Vehicle Abatement
Program. Under the law, vehicles valued at $500 or less, once abated, can not be returned to
the owner, sold, or transfered to another owner. They must be released to a dismantler and
scrapped.
Pursuant to California Vehicle Code section 22855(f), the Board of Supervisors must
authorize non-law enforcement employees to appraise vehicles subject to abatement. The
Department will meet the conditions imposed by California law with the approval of this
order.
CONSEQUENCE OF NEGATIVE ACTION:
Without the ability to appraise vehicles identified for abatement, Department staff would be
required to rely on law enforcement personnel, automotive dismantlers, or other recognized
appraisers to establish vehicle values. This will result in delays, or increased costs associated
with abating vehicles under the program.
