APPROVE and AUTHORIZE the Employment & Human Services Department Director, or
designee, to execute a contract with Kids' Clubs Inc. in an amount not to exceed $434,223 to
provide State Preschool and Pre-kindergarten Family Literacy services for the term July 1,
2009 through June 30, 2010.
FISCAL IMPACT:
100% State funds
California Department of Education
BACKGROUND:
Contra Costa County receives funds California Department of Education (CDE) to provide
State Preschool and Pre-kindergarten Family Literacy services to program eligible County
residents. The receipt of funds from CDE is in process and will be finalized upon
determination of the State budget in the coming weeks.
In order to provide a wider distribution of services to County residents, the Department
contracts with a number of community-based organizations.

BACKGROUND: (CONT'D)
Approval of this contract will allow the provision of State Preschool services to twenty-four
(24) program eligible children and families. It will also provide Pre-kindergarten Family
Literacy services to seventy-two (72) program eligible children and families.
Given the current State budget crisis, it is feasible that this contract may be subject to
reduction or cancellation, based on the outcome of the State budget process.

CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports
three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and
Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and,
Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved
by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
