Approve and authorize the Health Services Director, or his designee (Wendel Brunner,
MD), to execute, on behalf of the County, Contract #25–043–8 with Anka Behavioral
Health, Incorporated, a non-profit corporation, in an amount not to exceed $236,368, to
provide operation of Multi-Service Centers for County’s Family Employment Resources
and Services Together (FERST) Program, for the period from July 1, 2009 through June 30,
2010.
FISCAL IMPACT:
This Contract is funded 100% by Federal Department of Housing and Urban Development.
BACKGROUND:
This Contract meets the social needs of County’s population by providing a variety of
supportive services on a drop-in basis, including case management, food, showers, clothing,
information and referrals, employment training, housing counseling, transportation and
health care to homeless adults and families.

BACKGROUND: (CONT'D)
June 17, 2008, the Board of Supervisors approved Contract #25–043–7 with Anka
Behavioral Health, Incorporated, for the period from July 1, 2008 through June 30, 2009,
for the provision of operation of Multi-Service Centers for County’s FERST Program in San
Pablo, Antioch and Concord.
Approval of Contract #25–043–8 will allow the Contractor to continue providing services
through June 30, 2010.
