APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
as one of eighteen (18) Consortium member counties maintaining and operating the
California Works Information Network (CalWIN) under the State Automated Welfare
System (SAWS) project to execute a contract amendment to extend the contract with
Electronic Data Solutions from August 1, 2010 through July 31, 2013.
FISCAL IMPACT:
No County cost. Contra Costa County Employment and Human Services Department
(EHSD) will claim State (45%) and Federal (55%) funding for the maintenance and
operation of the CalWIN System against renewable annual allocation(s) available from the
State for the full term of the SAWS project (currently projected through July 2013).
BACKGROUND:
Contra Costa County Employment and Human Services Department (EHSD) is a member
of the 18-county Consortium using the CalWIN System. The CalWIN System under the
Statewide Automated Welfare System (SAWS) project is supported and maintained by
Electronic Data Solutions, and

BACKGROUND: (CONT'D)
is the means by which EHSD provides benefits and services to CalWORKS, Food Stamps,
and MediCal clients. State and Federal funding is available to each of the Consortium
members through an agreement with Health and Welfare Data center, and is claimed by
each County as CalWIN expenditure(s) reimbursement of funds. The board order will
extend the current agreement with Electronic Data Systems providing support and
maintenance to the system for the eighteen-county Consortium through July 31, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The project supports all five of the Contra Costa County Community Outcomes: 1)
"Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and
Preparing for Productive Adulthood"; 3) "Families that are Economically Self-Sufficient";
4) "Families that are safe, Stable and Nurturing"; 5) "Communities that are Safe and Provide
a High Quality of Life for Children and Families". An up to date and refined automation
system will support and ensure more accurate and timely payment of benefits and delivery
of services.
